Making an overall plan for both the epidemic prevention and control and the production and operation task is both a fierce battle and a great examination. Since the comprehensive construction and production resumption, HEI has done all it can do to promote the implementation of its overseas projects and ensure the quality, node tasks and contract fulfillment at its overseas project sites. It has taken a series of hardcore measures to accelerate the construction and production resumption.

On March 7, 2020, at 18:18 local time of Dubai, Hassyan Project achieved a major milestone. # 1 Boiler  of was successfully ignited ahead of schedule, which had provided valuable time for the subsequent synchronization and power generation of Unit 1 and marked that HEI had successfully completed the first part of the great work resumption examination of the Hassyan Project.

At present, the Hassyan Project Site is in the key stage of the comprehensive cross-construction of the four units. The project team seriously implements the deployment and arrangement of “Fighting Epidemic and Ensuring the Work Resumption” made by the corporate CPC committee, doubles its efforts and works cooperatively as one. The team works hard to carry out the project construction, spares no effort to achieve synchronization of Unit 1 for power generation on time and resolutely completes the national key project tasks while it seriously prevents and controls the epidemic, resolutely strengthens the epidemic prevention work at the project site and guarantees the health and safe operation of all the workers at the site. The team is determined to carry out the production and the epidemic prevention well and ensure that the two tasks will be completed successfully.

Because the project was affected by the epidemic situation and the main subcontractor of the project located at the center of the epidemic, it was difficult for the subcontractor to send its employees to the construction site. In addition, some other cooperators couldn’t send their employees to the site due to the transportation condition affected by the domestic epidemic situation. Insufficient human resources caused the human resources organization at the construction site to bear great pressure after the cross-construction of the four units of the project started. According to the decision and deployment of the corporate CPC committee, the project team took effective measures as per the actual condition. It neither waited nor depended on any coming additional human resources or equipment. It optimized the arrangement of the human resources and did its best to ensure that the project progress would not be affected. It strictly examined and approved the return applications of the relevant personnel, let the team members, commissioning workers and operators who had just come back to the construction site be isolated for 14 days and then made them safely start to work as soon as possible. The team joined hands with the subcontractors, actively overcame various difficulties and made arrangements for nearly 300 employees to successively return to the construction site. It carefully prepared a unified scientific working schedule, simultaneously took multiple measures, introduced local resources and brought 200 local workers to the construction site, which effectively guaranteed the construction schedule of Unit 2, Unit 3 and Unit 4.

A series of hardcore measures have promoted the work and production resumption at the Hassyan Project Site and triggered the “acceleration” of the project construction. In a recent month, important progresses have been achieved in the construction of all the units: Boiler  of Unit 1 has been successfully ignited; the installation of the boiler of Unit 2 and the installation of the equipment pipes of the main power house have been in the peak period and the placement of the main transformer has been completed; the steel structure of the boiler of Unit 3 has started to be hoisted and installed and the construction of the steam turbine generator foundation has been in the peak period; the excavation for the main power house of Unit 4 has been completed.

When the work and production were resumed, HEI took this milestone of the Hassyan Project as an opportunity, worked all out to make a global arrangement, simultaneously develop overseas markets and re-boosted and re-accelerated the construction of its overseas projects. Now HEI continues to overcome the impact of the COVID-19 epidemic and it is determined to comprehensively achieve the production and operation goal!
