In recent years, HEI has forged ahead with determination while overcoming difficulties and has striven for progress while maintaining stability, delivering a substantial and inspiring development report card. Over the past five years, the company has strengthened its commitment to the BRI, achieving steady growth in scale, entering 14 new national markets, signing 27 EPC projects, completing 13 large-scale power projects, and expanding its service network to cover 24 countries and regions... Five years of practical work have laid a solid foundation and built momentum, establishing a firm groundwork and injecting strong impetus for the new journey towards higher-quality and more sustainable development.

Answering the Questions of the Times and Setting the Direction for Development. The “13449” strategic development path proposed at HEI’s 2026 Annual Work Conference has clarified the development framework for the “15th Five-Year Plan” with a multi-dimensional promotion of goals, positioning, principles, routes, and support. Six strategic seminars, over 30 grassroots interviews, and more than 130 suggestions from grassroots employees... The collective wisdom has been condensed into 35 sub-tasks and 187 action items. On the basis of a comprehensive review of over 40 years of development achievements, a scientific assessment of its historical position and market environment, and a systematic design of reform and development goals and tasks, the draft of the “15th Five-Year Plan” is being finalized, and a grand blueprint is on the horizon. Bidding farewell to the extraordinary and challenging “14th Five-Year Plan” and welcoming the promising and poised “15th Five-Year Plan”, HEI keenly grasps the laws of the times with a spirit of historical initiative, strengthens its ideological, strategic, and resource preparations, and stands firmly at the forefront of the new journey of Chinese modernization with a high-spirited attitude.

Solidifying the Foundation for Growth and Honing the Capability for Lean Management. To accelerate the pace of high-quality development during the “15th Five-Year Plan”, it is necessary to both plan strategically and execute with tactical precision. This year is the “strengthening” year of HEI’s three-year action plan for lean management improvement, with the main goals of solidifying the management foundation, strengthening the operational resilience, and refining the quality of development. Seeking business development, promoting management improvement, and strengthening team building—this “trinity” of thematic tasks dialectically addresses what to develop, how to develop, and who will drive development.
