Harbin Electric International (HEI) recently mounted an emergency response to a power station in Tajikistan, completing fault repairs on Unit 3 and achieving grid connection at the first attempt. The swift and efficient emergency repair effectively alleviated hardships faced by local residents, ensuring a stable supply of electricity and heating throughout the winter season and the holy month of Ramadan. The operation earned high commendation from Tajikistan’s Deputy Prime Minister and a formal letter of recognition from the country’s Ministry of Energy and Water Resources. Through concrete action, HEI has put the Belt and Road Initiative into practice, demonstrating the responsibility and commitment of Chinese enterprises.

On February 16, HEI received an urgent notification from Tajikistan’s Ministry of Energy and Water Resources reporting that a steam lead pipe on the left side of Unit 3 at the Dushanbe No. 2 Thermal Power Plant had developed a sudden crack, causing a steam leak and a forced shutdown requiring immediate repair. At the time, Tajikistan was in the middle of Ramadan and simultaneously at the peak of winter electricity and heating demand. The unit outage directly threatened the basic livelihoods of local residents and social stability, making the owner’s call for emergency repair exceptionally urgent—a situation that brooked no delay.

Compounding the challenge, the fault occurred during China’s Spring Festival holiday, creating significant obstacles across personnel exit approvals, emergency materials mobilization, and on-site construction coordination. Upon receiving the notification, HEI immediately activated its emergency response mechanism, designating the repair as a priority emergency operation. A coordinated deployment plan was put in place, with clearly defined responsibilities and a detailed work program developed to guide execution.

The repair team arrived on-site in two groups on February 23 and 26 respectively. To minimize unit downtime and reduce the impact of the outage on local residents, the team operated on a 24-hour rotating shift schedule. Working in strict accordance with the technical specifications, the team carried out all critical operations with precision—including steam lead pipe overhauls, crack treatments, and pressure-sealing tests. Every member remained steadfast at their post, pushing through challenges and racing against the clock to advance the repair, shouldering their responsibilities with professionalism and dedication.

After five consecutive days and nights of intensive work, Unit 3 at the Tajikistan power station was successfully connected to the grid on the first attempt at 3:58 a.m. on March 2. The fault was completely resolved, the equipment returned to stable operation, and the emergency repair mission was accomplished in full. The timely repair eased the local strain on electricity and heating supply, effectively safeguarding the safe and stable operation of the country’s power system. HEI delivered on its service commitment through both speed and quality.

The rapid response and high-quality execution of this emergency repair earned strong recognition and commendation from the Tajikistani authorities.
