In recent days, several key Belt and Road projects undertaken by Harbin Electric International Co., Ltd. (HEI) have achieved significant milestone progress—a series of accomplishments that serve as a special "birthday gift" for the company's 42nd anniversary: at the Syrdarya II 1,600 MW Combined Cycle Power Plant Project in Uzbekistan, the HRSG #1 has met the conditions for hydrostatic testing; in Saudi Arabia, the Nairyah 2 Combined Cycle Power Plant Project has completed concrete pouring for the zero-meter layer foundation of Gas Turbine Unit #3 and its generator; in Pakistan, the Tarbela 5 Hydropower Project successfully hoisted and installed the first main girder of the 650-ton bridge crane in the main powerhouse; and in Mexico, the Manzanillo III 350 MW Combined Cycle Project has completed the boiler blowing process.

42 Years of Commitment: Pioneering New Frontiers
In 1983, HEI undertook the Guddu Power Plant Project in Pakistan—China’s first large-scale power generation project to venture overseas. The Uch Combined Cycle Power Plant IPP Project in Pakistan marked a new chapter in collaboration between Chinese enterprises and leading international companies. The Garri Combined Cycle Power Plant Project in Sudan opened the door for China’s export of large-scale electromechanical equipment to Africa, while the Cao Ngan Thermal Power Project in Vietnam achieved China’s first export of a circulating fluidized bed (CFB) boiler.

The Bhikki Combined Cycle Power Plant Project in Pakistan, undertaken by HEI, stands as China's first and largest overseas H-class combined cycle project. The Hassyan Power Plant Project in Dubai made HEI the first Chinese enterprise to enter the Middle East power market through an investment and EPC model. On the 10th anniversary of the Belt and Road Initiative, HEI officially commenced execution of the Syrdarya II Combined Cycle Power Plant Project in Uzbekistan—the largest combined cycle project in Central Asia.
Over the past 42 years, HEI has executed 66 major overseas projects, evolving from a traditional EPC contractor into a provider of diversified, flexible business models and full life-cycle services. The company has established eight international marketing and service centers and six regional headquarters worldwide, extending its market presence to more than 40 countries and regions. HEI's construction footprint now spans over 30 countries, with a total installed export capacity of nearly 60 million kilowatts.
In recent years, HEI has accelerated its expansion into emerging industries and new market segments. The company has established a presence from the ground up in emerging markets such as the United Arab Emirates, Iraq, Mexico, and Cyprus, while continuing to achieve fruitful results in traditional markets including Pakistan, Turkey, and Indonesia. Domestically, HEI has successfully delivered a number of new energy and retrofit projects, such as biomass power plants, rooftop photovoltaic systems, and the Panshan plant life-extension and upgrade project. Meanwhile, its non-power and light industry businesses continue to expand, with landmark projects like the Yantai Port LNG facility and the PM6 Paper Mill Project. In 2024, HEI also signed Saudi Arabia's largest gas-fired combined cycle power project in recent years. Over the past 42 years, HEI has remained committed to sharing China’s high-end power equipment with the world, significantly enhancing the global influence of China’s power industry brand.

The Indonesian Banten 670MW Supercritical Thermal Power Project
The Guddu Project in Pakistan—China's first exported power generation unit—was delivered to the client 22 days ahead of schedule. The Banten Project set a world record in the international power sector for continuous full-load operation within the EPC warranty period. The Zetas Project in Turkey achieved multiple local records in construction schedule, quality, and efficiency. The Bhikki and Balloki Projects successively set a series of world records for H-class gas turbine installation and commissioning. Meanwhile, the Hassyan Project in Dubai now supplies 20% of Dubai's total power demand, standing as a benchmark for regional energy cooperation.
Driven by its commitment to delivering high-quality projects, HEI has received numerous honors, including the Vietnam Power Development Outstanding Contribution Award, the Indonesia Power Engineering Environmental Protection Award, the Turkey Thermal Power Best EPC Contractor Award, the International Safety Award, the Silver Award of the IPMA Global Project Excellence Award (Large-& Mega-sized projects), and the Dual Fuel Power Plant of the Year - Gold award of the Asian Power Awards 2024, among others. Over the past 42 years, HEI has used world-class projects to earn broad industry recognition for the Harbin Electric brand, showcasing its role as a core and pioneering force in advancing the Belt and Road Initiative.
Moreover, in its international projects, HEI is committed to improving local livelihoods. By addressing challenges such as limited electricity access and high energy costs, HEI's projects also contribute to local economic and social development, enhance quality of life, and create employment opportunities, bringing tangible benefits to the communities they serve.
In the United Arab Emirates, HEI transplanted 28,850 corals within the Hassyan Project construction area and released 2,066 fish of 26 species back into the lagoon. In Ecuador, HEI relocated and protected 141 plant species and numerous endangered animals within the Minas Hydropower Project area, creating nearly 2,700 local jobs during construction and effectively promoting regional economic and social development. In Pakistan, HEI joined local communities in flood relief efforts, providing emergency aid to displaced residents. In Indonesia, the company invested in education and sports programs, and in Sudan, HEI contributed to the construction of schools, kindergartens, and sports facilities. Over the past 42 years, HEI has translated its actions into high-quality Belt and Road development, continuously contributing its expertise and resources to the building of a community with a shared future for mankind.
