The meeting noted that, throughout 2026, HEI had thoroughly implemented the Group’s work arrangements and achieved new interim results across its operations, laying a solid foundation for a successful fourth-quarter finish and the high-quality delivery of its annual business objectives.

The meeting emphasized the need to strictly implement the Group’s “Six Guarantees” requirements, focus on high-quality project delivery, and advance key projects, including those in Saudi Arabia, with both quality and efficiency. It called for robust contingency support plans and stronger emergency response capabilities. The company must sustain its positive momentum in quality and safety, strengthen quality and safety controls throughout the project lifecycle, ensure that responsibilities are firmly assigned and fulfilled at every level, and conduct regular risk assessments and hazard inspections followed by corrective action, thereby safeguarding quality and safety standards. The meeting also called for building a cohesive and resilient international supply chain, addressing weaknesses and closing gaps, and coordinating closed-loop management across the entire supply chain and its full lifecycle. These efforts will further strengthen the supply chain’s resilience to risks and its capacity to ensure reliable supply.Using annual business performance responsibility agreements as a key management tool, HEI must continue to refine performance appraisal and remuneration systems at all levels, fully leverage the role of assessment and incentives in guiding performance, and implement the principle of greater rewards for greater contributions, thereby motivating all employees to take initiative and deliver results. The meeting stressed the importance of systematically advancing employee capability development. Training should be planned in cohorts by job category and level, with content tailored to specific needs and differentiated development mechanisms strengthened to build a highly skilled, professional workforce. It further called for using a “single consolidated planning table” to systematically map out next year’s objectives, translate them into well-defined tasks and measures, and make coordinated arrangements in advance, laying a firm foundation for a strong start to the year ahead.

The meeting urged all departments to fully recognize the fourth quarter as the critical final stretch of the year. With greater determination, a more pragmatic approach, and stronger measures, they must deliver a strong year-end finish while preparing effectively for the coming year. All departments must make every effort to win the fourth-quarter push, fulfill all annual objectives, and write a new chapter in HEI’s high-quality development.

At the meeting, the Planning and Finance Department, Market Development Department, Quality and Safety Department, and Strategic Development Department presented work reports. The Tendering and Procurement Center and the Logistics Management Department shared their experience and practices, while the Logistics Management Department also delivered a special-topic report.

Heads of HEI’s departments and key staff members attended the meeting.
