Qiu Lingfu is currently a Professional Manager at the Southeast Asia Regional Headquarters. He led the bidding for the O&M project of the captive power plant in Iraq's Maysan Oil Fields, overcoming challenges such as strict security reviews and high availability requirements. The project was successfully executed in 2025, setting a historical record for the highest unit operational availability. The first-year O&M settlement profit margin exceeded the budget, earning high recognition from the project owner. In the Saudi Nairyah 2 Project, he led the establishment of a systematic quality management system and introduced third-party manufacturing supervision to cover the entire process, ensuring the project's quality was controllable. With practical actions and a sense of responsibility, Qiu Lingfu continues to make solid contributions on the front line of the Belt and Road Initiative (BRI).

Qu Dan, Professional Manager of South Asia Regional Headquarters

Qu Dan is currently a Professional Manager at the South Asia Regional Headquarters. Rooted in the forefront of the South Asian market, she has meticulously cultivated her expertise in O&M project management and market development. In terms of O&M project management, she coordinates multiple concurrent projects, including Bhikki, Jhang, Thar, and Jamshoro. She deeply analyzes the stage and core demands of each project, establishing a dynamic resource allocation mechanism to ensure all projects meet high standards in quality, safety, schedule fulfillment, and cost control. Particularly during the initial takeover of the Thar Project, she led the team to properly complete the handover of personnel and work, smoothly navigated the critical mobilization period, and successfully carried out the first planned maintenance after the full takeover, ensuring the safe and stable operation of the power plant. In market development, she has been deeply involved in the commercial bidding and contract negotiations for multiple combined-cycle power plant projects, successfully helping the company win bids and sign contracts, and contributing to the company's breakthroughs in new high-end markets. Meanwhile, she also coordinated multiple rounds of commercial clarification for the long-term service agreement related to the gas turbine units of the Bin Qasim Power Station II, driving the project forward steadily. With professionalism and a pragmatic work style, Qu Dan demonstrates the capabilities of a leading woman on the overseas front line.

Cheng Ruilong is currently the Assistant Manager of the Human Resources Department. He has driven solid achievements in performance and compensation work, focusing on three major goals: “enhancing employee perception, optimizing incentive mechanisms, and upgrading management efficiency.” He innovatively launched the “Employee Income Ledger” and a payroll mini-program, which integrate and centralize various income items, making income inquiries transparent and convenient. He led the launch of the compensation module in the HR system, covering core functions such as maintaining compensation standards and automatic data verification, promoting online and efficient accounting and reporting. He optimized the year-end bonus distribution rules, creating a direct link between performance evaluation results and bonus amounts.

Liu Xiao, Deputy General Manager of the Marketing & Development Department

Liu Xiao is the Deputy General Manager of the Marketing & Development Department, responsible for techno-economic bidding and quotation for projects and market development in South Asia. In 2025, he was deeply involved in the techno-economic cost accounting for two combined cycle power plant projects, helping the company successfully win a bid for the first time as a close consortium, a win that provided valuable experience for expanding into the high-end market. He successively participated in the techno-economic bidding for a hydropower project in Uzbekistan and an energy storage project in Saudi Arabia, systematically deepening his analysis and judgment of hydropower costs, energy storage solutions, and local resources. He also traveled to Pakistan to advance market development in South Asia, coordinated with various project owners for their visits and inspections in China, and continuously consolidated the regional market foundation.

Deng Haiming, Deputy Manager of the Planning & Finance Department

Deng Haiming is the Deputy Manager of the Planning & Finance Department. In 2025, focusing on the company's main goal of high-quality development and lean management requirements, she bravely took on heavy responsibilities and adeptly solved difficult problems in coordinating and advancing financial work, successfully achieving all annual targets. In comprehensive budget management, she strengthened budget monitoring and regularly monitored budget execution. She led the precise preparation of the company’s 2026 budget. In investment accounting, she led the review of the financial statements of project companies and completed accounting treatments in compliance with regulations. In risk prevention and control, she organized special inspections for financial fraud and a thorough investigation of accounts receivable and payable, reinforcing the baseline of compliance. In addition, she promoted the integration of the expense reimbursement system, the construction of the SAP system, and the establishment of an automated reporting system, facilitating the digital and intelligent transformation of finance. With a pragmatic style and professional expertise, Deng Haiming has contributed to the company’s high-quality development on the financial sector.

Sun Mingwen, Professional Manager of the Middle East Regional Headquarters

As the Site Manager of the Saudi Rumah 2 project, Sun Mingwen has always been deeply engaged on the front lines of overseas projects, actively dedicating himself to the development of the company’s overseas business with a high sense of responsibility and solid professional capabilities. He coordinated on-site construction organization and resource allocation, fully advancing the project construction with efficient contract fulfillment management and outstanding professional skills, ensuring that all key construction milestones were completed on schedule and with high quality. In safety management, he continuously reinforced production safety responsibilities and comprehensively strengthened on-site safety control. To date, the Saudi Rumah 2 project has achieved a cumulative total of 2.5 million safe man-hours and won the International Safety Award’s highest level, the Distinction grade, from the British Safety Council, with the project's safety management achievements highly recognized by the owner. Sun Mingwen will continue to carry forward the HE Spirit, fully ensuring the high-quality fulfillment of the project, and make new and greater contributions to the company’s sustained engagement in the Middle East market and the expansion of its business footprint in Saudi Arabia.
