CONTRIBUTING TO THE JOINT CONSTRUCTION OF THE BELT
AND ROAD INITIATIVE - UZBEKISTAN'S ENERSOK SYRDARYA 2
POWER PLANT PROJECT
As a key hub of the ancient Silk Road, Uzbekistan bears witness to the profound friendship between China and Uzbekistan through over a millennium of interactions, while also carving out firm strides in the joint construction of the Belt and Road initiative, developed in the new era. On this vibrant land, Uzbekistan's ENERSOK SYRDARYA 2 POWER PLANT PROJECT (hereinafter referred to as the "Syrdarya II Project") undertaken by Harbin Electric International Company Limited (HEI), paints a blueprint of green energy onto the canvas of Central Asia, injecting strong momentum into local economic and social development and writing a remarkable chapter in supporting the sustainable development of the Belt and Road Initiative.
The Syrdarya II project is a key construction project of Harbin Electric Corporation (HEC) and is currently the largest combined-cycle power plant project under construction in Central Asia. It also features the J-class combined cycle units with the largest installed capacity and the highest execution standards in Central Asia and Eastern Europe.
As the most populous country in Central Asia, Uzbekistan has long been plagued by the dual challenges of an imbalanced energy structure and tight power supplies. Its energy system relies heavily on coal and natural gas, with natural gas power generation accounting for over 60%; however, the grid lacks sufficient peak-shaving capacity, and renewable energy constitutes only about 3%. These current situations have severely restricted the sustainable economic and social development of the country.
In August 2023, the government of Uzbekistan released the Uzbekistan 2030 Strategy, explicitly proposing the target that by 2030, the country's renewable energy share will reach 15%, and power supply reliability will increase to 99.9%. To achieve this goal, the objective of "energy structure optimization and supply security" has also become a core proposition for national development.
The Syrdarya II Project precisely responds to the urgent needs of the Uzbek side. The project adopts the world's advanced Mitsubishi J-class gas turbine technology, which can solve the power shortage dilemma for 1.2 million households. Jointly funded by international capital, the project strictly executes IFC standards as well as codes and specifications from multiple countries including Uzbekistan, the United States, China, and Germany, with construction participants from more than 10 countries working together to build a fully internationalized "green energy hub project."
On August 20, 2025, to celebrate the Independence Day of Uzbekistan, the National Television and Radio Company of Uzbekistan, a state-level official media outlet, broadcast a special report on the Syrdarya II Project, comprehensively demonstrating the country's modernization process and achievements in international cooperation, while highlighting the pivotal position of the Syrdarya II Project in Uzbekistan.
Employee safety has always been the top priority of the Syrdarya II project department. In accordance with the laws of Uzbekistan and international standards, the project department has formulated and implemented 63 ESMS management systems, developed safety courses in four languages based on employees' nationalities, equipped VR experience devices, and organized more than 6,000 centralized training sessions in 2025. The project site is staffed with over 40 dedicated safety officers and equipped with a "Smart Construction Site" system to monitor construction safety in real time, ensuring zero major safety incidents. Additionally, a first aid station has been set up on-site, with ambulance doctors and fire truck firefighters on 24-hour duty to ensure prompt response to emergencies. In 2025, the project conducted 11 emergency drills of various types, involving 1,667 participants, significantly improving employees' self-rescue, mutual aid and initial emergency response capabilities. Furthermore, the project department regularly organizes safety-related cultural activities, such as the monthly Safety Star award, to strengthen humanistic care, encourage employee participation in safety management, and enhance safety awareness.

Through strict safety management and the joint efforts of all staff, excellent results have been achieved during the project construction period. Always anchoring to the goal of "zero safety accidents", the project has achieved cumulative safe operation of over one million man-hours through high-standard and high-quality construction, demonstrating the contract fulfillment and schedule guarantee capabilities of Chinese equipment manufacturing enterprises under complex international environments. Currently, the Syrdarya II Project is achieving one major milestone after another, providing a Chinese solution for Uzbekistan's energy structure transformation and contributing HEI's strength to building a community with a shared future for mankind.
During project execution, the Syrdarya II project department has not only prioritized construction quality, efficiency, and cost-effectiveness but has also remained committed to fulfilling corporate social responsibilities.
