On the afternoon of Nov. 24, 2017, local time in Dubai, HE Chairman Si Zefu and his team came to the site of HEI-contracted Dubai Hassyan 4 x 600MW clean coal-fired power plant project. He inspected the work, offered his advices and raised requirements for the project management.
Accompanied by HEI’s President Guo Yu and Vice President Yang Qingli, Si Zefu made an on-the-spot investigation of the construction of the Hassyan project, heard reports by HEI Chief Project Officer Xu Hongfu and the Hassyan Project Team on the construction progress and HSE, affirmed the project results and raised some specific requirements for the next-step work of the Hassyan project.
Si Zefu pointed out, the Hassyan project is one of the most standardized, the best and the most orderly power plant projects of HE Group at present, and is well reputed for its overall control and other aspects. HEI keeps improving its management level and playing a demonstration role for promoting the internationalization and the development of other projects. He expressed its thanks to the Hassyan Project Team for their hard work and great efforts.
Si Zefu required HEI to improve efficiency through management enhancement.
1. Enhance building the project management team by making clear division of labor and responsibility, with everything to be taken charge of by a designated person.
2. Strengthen the commercial contract management through contract study, thorough understanding of contract details and stress on the completion of contract milestones and schedules.
3. Enhance the management of subcontractors. Avoid the phenomenon of sub-contracting completely substituting management; ensure effective management of subcontractors; and relevant managers must undertake relevant responsibilities.
4. Assume the responsibilities of building HE a major international company with the capability to undertake large-scale projects.
5. The requirements for project construction and equipment use in Dubai will help us be strict with ourselves. If the Dubai projects go smoothly, projects in other regions will be out of question.
6. Undertake the responsibility of personnel training. Efforts should be made to improve our teams by implementing Hassyan project.
7. Ensure that the project is profitable by setting clear goals and well-controlled costs.
8. Enhance the quality control and safety management. HE attaches high importance to safety, so efforts must be made to implement HE’s life-first idea in practice and ensure full coverage of safety management on all aspects and all members in overseas work and living.
9. Build HE a renowned Chinese brand for better reputation and profits.
